Fallout Almost Used GURPS: How Losing the License Created the SPECIAL System

The creator of *Fallout*, Tim Cain, revealed that the game almost turned out very differently from what we know today. Early on, it used a tabletop RPG system called GURPS, officially licensed. But that changed late in development because GURPS’ creator wasn’t comfortable with the level of violence and pulled the license.
Because of that, the team had to quickly build their own system from scratch, which became the now-iconic SPECIAL system.
Here’s the interesting part: with GURPS, you could create much more specific and bizarre characters, like someone who snores, hates cows, and believes in UFOs. In other words, the game could have leaned more into a wild “life simulation” style rather than the structured system it ended up with.
